Roll: Chair Remke and Commissioners Audero, Hatch, and Hayward were in attendance.

Item 2: Minutes from September 2017 Commission Hearing. Approved 4-0.

Item 3: Presentation on The Bagley-Keene Open Meeting Act.

Item 4-5, 7-25: Enforcement Action: Approved 4-0.

Item 6: Enforcement Action: Motion to Reject Stipulation, 3-1. Motion to Issue Warning Letter, Approved 3-1.

Item 26: Motion to Adopt Proposed Amendments to Regulation 18535, Approved 4-0.

Item 27: Motion to place amendments to Regulation 18535 (lifting limits on Legal Defense Fund and Candidate Controlled Ballot Measure Committees) on December agenda, approved 4-0. Commission directed staff to place amendments to Regulation 18531.5 on November agenda.

Item 28: Motion to Amend the Rios Opinion, No. O-17-001, to respond to the Dissent, Approved 4-0.

Item 29: Closed Session Item: Administrative Adjudication (Gov. Code § 11126(c)(3)). The Commission voted to accept in its entirety the Proposed Decision of Administrative Law Judge, In the Matter of George Alai.

Item 30: Prenotice Amendments to Regulation 18450.1, accepted as submitted.

Item 31: Statement of Governance Principles: Motion to create ad hoc committee to review the Statement and report back to the Commission with recommendations, Approved 4-0.
