Item 2: San Diego Ethics Commission Presentation by Stacey Fulhorst.

Item 3: Minutes from March 2019 Commission Hearing. Approved 3-0.

Items 4-6: Enforcement Actions. Approved 4-0.

Items 7-8: Enforcement Items. No action.

Item 9: Assignment of Hearing to Administrative Law Judge: In the Matter of G. Rick Marshall and G. Rick Marshall for School Board 2015. The Matter will go to an ALJ hearing.

Item 10: Proposed Adoption of Amendments to Regulations 18944.1, 19846, 18946.1, and 18942. Approved 4-0.

Item 11: Prenotice Discussion of Proposed Repeal and Adoption of Regulation 18329, Formal Written Advice and Informal Assistance. Discussion item.

Item 12: Prenotice Discussion of Amendments to Regulation 18702.1. Motion to move forward with notice and to bring back option 1 with additional information to incorporate comments by Commissioner Hatch and Commissioner Hayward. Approved 4-0.

Item 13: Prenotice Discussion of Amendments to Regulation 18702.3. Motion to move forward with notice and to bring back option 1 while separating nonprofits and governmental entities. Approved 4-0.

Item 14: Request for Regulations from the California Political Attorneys Association. Motion to refer the request to the Law & Policy Committee with a full analysis from Staff on the proposal and whether these proposals fit into this year’s regulatory calendar. Approved 4-0.

Motion to include amendments in AB 909. Approved 4-0. Motion to support AB 1217 if amended. Approved 3-1. Motion to support AB 1752 if option 2 is incorporated. Approved 4-0. Motion to continue forward with SB 71 and to try negotiating removal of amendments added in the Assembly Appropriations Suspense. Approved 4-0.

Item 21: Advice Letter Report. Motion to bring A-19-032 back to a future meeting with additional analysis. Approved 4-0.
